Lisa Banfield is an Emergency Program Manager with the District of Central Saanich and holds an Emergency Management Certificate from the Justice Institute of British Columbia. She has experience developing and managing municipal emergency management programs aligned with provincial legislation and best practices.

Her work includes overseeing Emergency Operations Centre (EOC) functions, coordinating multi-agency response efforts, and supporting emergency preparedness initiatives such as public education, hazard risk assessments, and resilience-building programs. She has provided briefings and advice to senior leadership and Council on emergency planning, mitigation, response, and recovery.

Lisa has worked with municipal departments, first responders, health authorities, and community partners. She has expressed an interest in contributing to earthquake preparedness efforts and supporting public education and risk reduction.
